1. Corporate Office Building
Location: Montiel, east of Nordahl (next to Indian Hills Shopping Center)
Description: 25,000 s.f. corporate office building
Status: Modifying plans from previously approved SDP. Coordinating with Caltrans on landscape plans within SR-78 right of way.

2. Retail/Commercial Center
Location: SW corner of Melrose & Sparrow Lane, east of Rancho Santa Fe Rd.
Description: 19,078 s.f. retail/commercial center with freestanding pad
Status: Building permits issued and project is in the framing stage. 7/11 is processing tenant improvement plans.

3. Civic Center Plaza
Location: SW corner of Twin Oaks Valley Rd. and San Marcos Blvd.
Description: Four (4) retail buildings totaling 60,000 s.f., anchored by a L.A. Fitness facility
Status: LA Fitness opened in June. Opening in March ’08 are Sombrero’s, Santorini Grill and Subway. FedEx-Kinkos is processing tenant improvement plans.

4. Civic View Corporate Center
Location: 300 Rancheros Drive, between Hometown Buffet and the Sprinter rail
Description: Four-story, 99,500 s.f. Class “A” office building on 4.3 acres
Status: The shell building has been finaled and tenants are occupying the building as leases are finalized.

5. Civic Center Marketplace
Location: SW corner of Twin Oaks Valley Rd. & San Marcos Blvd.
Description: 168,419 s.f. shopping center with a drive-thru drug store, a 2-story and 3-story Class “A” office building and a freestanding restaurant pad
Status: City Council approved project on 6/12/07. Application is processing habitat permits.

6. Park Place South
Location: SW corner of Boardwalk and Park Place, north of San Marcos Blvd.
Description: 24,387 s.f. three-story office building
Status: The shell building is in the final stage. Planning Commission approved on 4/7/08 a Tentative Parcel Map and Conditional Use Permit to establish 16 office condominiums.

7. San Marcos Medical Office Building
Location: San Elijo Rd., east of Rancho Santa Fe Rd. (Old Creek Ranch Specific Plan)
Description: 53,619 s.f. medical office building w/parking structure
Status: Foundation drawings and grading plans in plan check.

8. Campus Pointe Office Building
Location: Carmel Street, east of Enterprise St., south of SR 78
Description: 112,000 s.f. 4-story Class “A” office building
Status: Project approved. Grading and improvement plans submitted for review.

9. San Elijo Hills Town Center
Location: San Elijo Rd. & Elfin Forest Rd.
Description: Mixed-Use Commercial/Retail (Albertsons & 40 condos)
Status: Albertson’s opened June ‘08. Town Center, Phase I building permits consist of 12,000 s.f. of ground floor retail (including one shopkeeper unit) and two floors (12 units) of residential condominiums that wrap the northerly and a portion of the easterly elevation of the Albertson’s store. Construction started in May 2008.

10. Residence Inn
Location: Southeast corner or Las Posas & Vallecitos Blvd.
Description: 4-story, 112 room hotel w/112 parking stalls, pool & sundeck
Status: SDP approved. Building plans are being processed.

11. Costco Gasoline

Description: 12 pump member-only self-serve gasoline station
Status: Processing application. The Planning Commission hearing was continued to 7/7/08.

12. Nordahl Medical Office Building
Location: 824 Nordahl Rd.
Description: 3-story, approximately 56,200 s.f. medical office building
Status: Planning Commission recommended approval of the request on 5/5/08 to the City Council. The City Council approved the item on 5/27/08. Concurrent processing of building plans is being conducted and is in the final review stage.

13. University of St. Augustine
Location: N. side of Borden Rd. (11.88 acres)
Description: Physical therapy graduate school. 77,500 s.f. in 1st phase. Previously approved (see #17 below).
Status: Approved by the Planning Commission on 4/7/08. Two out of five shell buildings are under construction in the framing stage.

16. University Office & Medical Park SP 90-24 (08M) Specific Plan Amendment (Previously University Business Park)
Location: East of Craven Rd., south of San Marcos Creek & north of Discovery Meadows
Description/Status: Project being revised to include medical office, professional office, hospital and retail support. Total building area would be slightly over one million square feet, less than the approved Scripps Hospital SPA. The Draft EIR public review period has ended and response to DEIR comments are being prepared.

17. Windy Pointe Development
Location: Borden Road at the extension of Windy Way
Description: Five (5) light industrial buildings and two (2) office buildings
Status: Application has been submitted to modify the approved light industrial park to an office park that accommodates the University of St. Augustine, a physical therapy graduate school. Two of five shell buildings in the framing stage.

21. San Elijo Hills
Location: Off of San Elijo Road, east of Old Creek Ranch
Description: 3,398 dwelling units
Status: 2,200 units & 204 workforce units completed. Phase I permits for Area “T” issued. Albertson’s opened June 2008. (See project #9 under Commercial/Office Development). Private sports club (tennis courts, fitness, pool & recreational facilities) at the northwest corner of San Elijo & Wild Canyon Roads, was approved by the Planning Commission on 3/3/08. Area V-2 SDP modified to allow 112 condominium units.

22. Old Creek Ranch
Location: San Elijo Road just east of Rancho Santa Fe Rd.
Description: 416 total acres. 401 single-family homes, 1,123 multi-family, 103 acres light industrial, 181 acres open space
Status: 1,055 units completed. Medical office SDP being processed (See project #7, Commercial/Office Development). KB Homes proposing phased building permits for 300 units in Planning Area PA1. John Laing Homes is in plan check for 140 condos.

23. Poinsettia Arbor Ranch

31. Woodland Senior Apartments and Retail Project
Location: 975 Woodland Parkway
Description: 204 senior apartments, 2,500 s.f. retail and 15,000 s.f. CVS Pharmacy
Status: Senior apartment completed, retail completed but not fully occupied, CVS Pharmacy is open. Fitness club approved under a Use Permit.

32. Palomar Station
Location: South of Mission Rd., east of Las Posas Rd., north & south of Armorlite Dr.
Description: Mixed-use development consisting of 333 condominiums, 48,980 s.f. of retail, 9,800 s.f. office, 6,280 s.f. of restaurant/food court uses
Status: City Council approval on 7/10/07. A lawsuit challenged the adequacy of the certified EIR, but the courts upheld the EIR as being adequate.

33. High Tech High School (Interim Facility)

Description: 300 student incubator charter high school in modular buildings for two years.
Status: School started 9/30/07. Phase II – 4 temporary modulars to be added in February 2008.

34. High Tech High School (Permanent Facility)
Location: Northwest corner of Discovery & San Marcos Blvd.
Description: A two-story high school (530 students) and middle school (330 students).
Status: Planning Commission approved in November, 2007. Building plans for the permanent high school are in plan check.

35. San Marcos Creek (“Creek District”) Specific Plan
Location: Generally between Discovery & SR 78 and San Marcos Blvd. & Discovery
Description: Mixed-use development consisting of 1,265,000 s.f. of retail, 589,000 s.f. of office and 2,300 dwelling units.
Status: Approved by City Council on 7/24/07. Permit applications have been submitted to the regulatory agencies on December 31, 2007 and are being processed. Channel habitat mitigation and monitoring plan has been completed and submitted to the regulatory agencies and are being reviewed. Grand Avenue bridge is in the 30% design stage.

36. University Village Specific Plan
Location: See below.
Description: On January 8, 2008, the City Council established a Task Force to re-evaluate the land uses within that portion of Heart of the City generally bounded by SR-78, Industrial Street, Barham Drive, Discovery Street (and its extension), and San Marcos Creek. The goal of the Task Force is to formulate an amendment that looks at expanding the “downtown” vision of the San Marcos Creek Specific Plan. First meeting of Task Force was held on 3/12/08 with additional meetings on 4/2/08, 4/30/08 & 5/28/08. There was a field trip to San Diego on 5/3/08. Two public workshops were held on Saturday, 5/17 and 5/31. Next Task Force meeting is 6/18/08. (PowerPoint presentations are on the City’s website: www.san-marcos.net).

41. Richmar Specific Plan
Location: Generally south of Richmar Avenue to that area north of the San Marcos Elementary School south of Autumn Drive to the San Marcos Elementary School and from Paseo de Oro to Firebird.
Description: Evaluation of a Specific Plan for the larger area focusing on mixed use development between Richmar Avenue and Mission Road and along Autumn Drive with extension of Lowery Lane to connect San Marcos Blvd. and Autumn Drive.
Status: Establishing consultant team. First public workshop held on 5/6.
